A clear route from need to measurable result

The process is collaborative and proportionate. Smaller assignments may combine stages; complex, regulated or high-risk programmes may repeat them.

1. DiscoverUnderstand the need, audience, context and available evidence.+
Purpose: Establish what needs to change and why before assuming that training is the answer.
What happens
- Stakeholder interviews and discovery workshops

- Constraints, risks, accessibility and regulatory requirements

Expectations and timing
Usually several days to three weeks, depending on access to evidence and stakeholders. Prompt access and one consolidated client response keep the stage moving.
2. DefineAgree the outcomes, scope, solution route and measures of success.+
Purpose: Turn discovery evidence into a clear, achievable and approved project brief.
What happens
- Define measurable performance and learning objectives
- Select digital, facilitated, blended or performance-support routes
- Agree audiences, content boundaries and learning architecture
- Set governance, review cycles, dependencies and success measures
- Confirm accessibility, technology and reporting requirements

- Validate priorities and approve scope boundaries
- Confirm subject experts, reviewers and final approver
- Agree platform, brand, policy and compliance requirements
- Confirm budget assumptions and delivery milestones

Expectations and timing
Often one to two weeks after discovery. Scope, ownership and review expectations should be agreed before detailed design begins.
3. DesignShape the learning journey, content, practice and assessment.+
Purpose: Make the proposed experience visible and testable before full production.
What happens
- Map content to objectives and workplace actions
- Design scenarios, practice, feedback and assessment
- Create the learning journey, structure and navigation
- Plan visual, media, interaction and accessibility treatments
- Prototype representative content and test the approach
Client contribution
- Provide accurate source content and expert clarification
- Review the design against scope, not personal preference alone
- Return one consolidated set of feedback per review cycle
- Approve the prototype and content direction

Expectations and timing
Typically one to four weeks, depending on volume, complexity and reviewer availability. Approved design becomes the production baseline.
4. DevelopBuild, review, test and refine the approved solution.+
Purpose: Convert the approved design into reliable, accessible and launch-ready learning products.
What happens
- Produce digital modules, workshops, media and job aids
- Configure interactions, assessment, completion and tracking
- Conduct editorial, functional, accessibility and technical QA
- Run structured alpha, beta or pilot reviews as appropriate
- Resolve agreed feedback and prepare release files
Client contribution
- Ensure reviewers work to agreed deadlines
- Check factual, brand, policy and regulatory accuracy
- Test in the intended platform and user environment
- Control late scope changes and approve final amendments
Possible deliverables
- SCORM, xAPI, AICC, HTML5 or platform-ready learning
- Facilitator guides, participant resources and presentations
- Video, animation, graphics and downloadable job aids
- Assessment banks and feedback resources
- QA log, accessibility record and source files as agreed
Expectations and timing
Can range from two weeks to several months. Duration depends on scale, media, complexity, review cycles and the speed of content decisions.
5. DeliverPrepare people, platforms and support for a controlled launch.+
Purpose: Put the solution into use with the communication, facilitation and learner support needed for confident participation.
What happens
- Prepare the LMS, virtual classroom or delivery environment
- Brief or train facilitators, managers and support teams
- Coordinate communications, enrolment and learner access
- Run launch, pilot or live delivery activity
- Monitor early feedback, access issues and completion
Client contribution
- Own learner data, invitations and internal communications
- Confirm platform readiness and support escalation routes
- Release learners and managers to participate
- Provide operational decisions during launch

- Launch and communications plan
- Facilitator briefing or train-the-trainer session
- LMS upload package and administrator guidance
- Learner, manager and support resources

Expectations and timing
Launch preparation may take several days to several weeks. Live delivery duration is agreed by cohort size, location, format and facilitator availability.
6. EvaluateMeasure use, learning, application and business value.+
Purpose: Judge whether the solution is useful, what has changed and what should be improved, sustained or scaled.
What happens
- Review participation, completion and learner experience
- Analyse assessment, confidence and capability evidence
- Gather manager, stakeholder and workplace feedback
- Compare outcomes with the agreed baseline and measures
- Identify improvements, maintenance needs and next actions
Client contribution
- Provide agreed platform and business-performance data
- Enable follow-up with learners, managers and stakeholders
- Interpret results in the operational context
- Prioritise improvement and ownership decisions
Possible deliverables
- Evaluation dashboard or findings summary
- Kirkpatrick-aligned evidence where appropriate
- Impact, lessons-learned or benefits report
- Content maintenance and improvement backlog
- Recommendations for sustainment, iteration or scale
Expectations and timing
Immediate reaction can be reviewed at launch; application and performance evidence often require 30, 60 or 90 days. Measures depend on data availability and attribution.
Clear decisions and shared responsibility
Good delivery depends on transparent ownership, timely evidence and proportionate quality control.
One accountable lead
A named client lead coordinates access, decisions and consolidated feedback, while TS4 manages the agreed learning work.
Visible approvals
Each stage ends with an explicit quality decision. Approval avoids costly rework and gives the next stage a stable foundation.
Controlled change
New requirements are assessed for impact on scope, timing and cost before they are added to the approved work.
